The department bundles economic and innovation policy issues as well as the tasks of state statistics. MA23 provides data and a sound basis for decision-making on Vienna’s development.
As a basic prerequisite for recommendations and critical evaluations in the areas of politics, business and administration, the department provides objective, appropriate information from the fields of economics, demography and technology.
To this end, the department is divided into four areas:

About City of Vienna – Department 23 Economy, Labour and Statistics
The Unit VIENNA 2030 Economy & Innovation is responsible for implementing Vienna’s economic and innovation strategy. In order to ensure the competitiveness of Vienna as a business location, issues relating to economic development as well as research, technology and innovation are analyzed and worked on together with the relevant local stakeholders.
Statistics Vienna
Statistics Vienna collects, processes and analyzes statistical information on the basis of federal and provincial legislation. It offers citizens, the administration, business and politics a wide range of statistical services. Information on the demographic, social and economic situation of the federal capital Vienna.

City of Vienna – Department 23 @ Twin City Hub
The City of Vienna – Department 23 Economy, Labor and Statistics is involved as a partner in the overarching work packages aimed at creating a cross-border innovation strategy.
Main goals:
- Development of a handbook with recommendations for a cross-border innovation strategy.
- Preparation of a Memorandum of Understanding (MoU) as a formal basis for political support.
- Establishment and operation of the Twin City Hub in Vienna and Bratislava.
- Participation in joint study trips to leading innovation regions.
- Strengthening cross-border knowledge transfer through expert groups, workshops and exploratory visits.
Tasks in the project
Core activities
- Workshops and expert groups to share knowledge and develop strategy recommendations.
- Networking with stakeholders from politics, business, science and civil society.
- Innovation handbook: Consolidation of findings from pilot activities and expert group discussions.
- Political declaration of support (MoU): Bringing together the most important stakeholders for long-term innovation cooperation.
- Evaluation and summary of the results of work packages 1 to 5.
- Strategic missions: Visits to the most important European innovation centers to derive recommendations for a cross-border innovation strategy.
Expected results:
- A structured, cross-border innovation strategy for the manufacturing industry.
- A sustainable operating model for the Twin City Hub.
- A political framework that supports long-term cooperation.
- Increased innovation capacity through knowledge sharing activities and a pilot program.
