China’s position in dealing with artificial intelligence
On January 27, 2026, the Platform Industry 4.0 Austria hosted another Research Insight entitled “China’s position in dealing with artificial intelligence with a focus on human-AI teaming in the world of work”.. Over 50 participants took part in the webinar, in which the study commissioned by the Chamber of Labor was presented by author Doris Vogl. In her presentation, Vogl introduced China’s current AI strategy, its implementation measures and industrial application areas.
In August 2025, China presented the AI Plus initiative, which anticipates the upcoming 15th five-year plan (2026-2030). The aim is to deeply integrate artificial intelligence into key areas of society and the economy. By 2027, the penetration rate of intelligent end devices and AI agents in key sectors should be over 70%; by 2030, the penetration rate should increase to more than 90%. AI is seen as the central driver of an “intelligent economy” and, together with big data and quantum technologies, forms the so-called new qualitative productive forces that will drive social progress. The national strategy is being implemented at regional level, including through the establishment of AI info centers and specialized industry clusters. This is complemented by loan programmes for modernization, targeted talent development and further training measures.
Within the Chinese innovation ecosystem, the focus is on several key industries. These include humanoid robotics, the low-altitude economy with unmanned drones, smart urban infrastructure and smart manufacturing. China’s growing role in international standardization, for example in the field of care robotics, is particularly relevant for Europe.
Another focus of the current strategy is on brain-computer interfaces (BCI). A distinction is made between non-invasive systems such as headsets or headbands and invasive implants. Plans include the development of an “industrial metaverse”, BCI-controlled robots, pilot projects in high-risk areas such as mining, nuclear energy and the transportation of hazardous goods, as well as early warning systems for monitoring safety risks in the workplace. At the same time, BCI technologies are being introduced in the health and care sector.
